Car manufacturers love to sell plug-in hybrids as the green solution. Their official data tells a clean story. In 2023, they claimed these vehicles produce just 28 grams of CO2 per kilometer. It looks like progress. Emissions dipped to 38 g/km in 2021 and fell further to 33 g/km in 2022. The trend suggests a rapidly decarbonizing fleet.

The real world disagrees.

Transport & Environment, an NGO focused on sustainable mobility, crunched the actual numbers. They used 2023 data from the European Environment Agency. The result is stark. Real-world plug-in hybrids emit an average of 139 g of CO2 per kilometer. That is five times the manufacturer’s stated figure.

The Lab vs. The Road

Why the massive gap? The answer lies in how tests are conducted. Manufacturers rely on controlled laboratory cycles. These tests assume drivers behave in specific ways. They assume batteries are fully charged. They assume electric ranges are fully utilized.

Plug-in hybrids have two heartbeats. You get an electric motor powered by a rechargeable battery. Then you have a thermal engine burning gasoline or diesel. The official numbers reflect a vehicle running mostly on electricity. The reality reflects a vehicle running mostly on gas.

“The reality is tout autre” — the data shows a fivefold discrepancy between lab claims and road emissions.

This discrepancy isn’t accidental. It is structural. The lab tests do not account for the typical driver’s behavior. Most people do not charge their plug-ins daily. They drive the thermal engine more often than the tests predict. The official figures look virtuous on paper. They are misleading on the highway.

Real-World vs. Lab Numbers

The driving dynamics shift depending on which of the three modes you engage. The first keeps the car moving primarily on electric power from the battery. The internal combustion engine only kicks in when you need extra oomph—like tackling a steep hill or merging onto a highway. The second mode flips the script. Here, the gasoline engine does all the heavy lifting. The third option is where things get messy for the environment. The engine drives the wheels and charges the battery simultaneously. This triple-load scenario spikes CO2 emissions significantly.

So, real-world fuel consumption varies wildly based on which mode the driver picks. And the data backs this up. Sensors installed on 127,000 plug-in hybrids show a stark disconnect. The driving assumptions manufacturers use for testing are worlds apart from actual driver behavior.

Europe Pushes Back

Car makers cling to these optimistic lab figures because they help meet strict European CO2 targets. For the 2025-2027 period, the average emissions for vehicles they sell must stay below 81 gCO2/km. Hitting that number is easier when you ignore how people actually drive.

To bridge this gap, the European Union introduced a “usage factor.” Think of it as a correction percentage applied to the CO2 values reported by manufacturers. This factor won’t stay static. It is designed to increase progressively until 2028, forcing a more honest look at what these vehicles actually emit on the road.
